How to share calendar between many mail accounts?

In our organization we have this Business Requeriment:
To pay ON TIME any duty to any goverment institution (mainly tax pay), so to avoid to pay penalty money.
The ideal will be to have a calendar with this funcionality:
1. Access public to append calendar's remainders
2. For each remainder allow:
- to set a due date
- to define a list of mail account
3. On due date the remainder will be triggered and in that moment it should be appended THE SAME REMAINDER to the calendar for each accounts in the list of (2.)
Others:
Mail Server : MS Exchange Server 5.5
Mail Client : MS Outlook 2000
I´ll appreciate so much any help
