May B7 threaded rod be used as cut to length ASTM A 193 stud material?

Well, what are the material spec's for strength for B7 and for ASTM A 193?

(Let's assume the two threaded rods are cut to the same dimensions. )

NDT3RICH, ideally you'd want to transfer markings to the cut end(s) if for Code use.

Yes. We do this all the time. Engrave the end with the grade for future reference.
