Hi guys,

We are having an argument with our ASME inspector and wanted to run the situation by you.

We are designing a Section VIII-1 heat exchanger. It is a BEM with a CS shell (SA-516 70 impact tested to -50F) and SS304 tubesheet. The mdmt is -50F for the shellside and -110F for the tubeside. We are planning on using SS309L weld wire to weld the cs shell to the tubesheet.

Our situation is that the inspector is saying that since the cs shell is impact tested, the weld wire needs to be impact tested as well, regardless of the material and mdmt of the weld wire. I think that since the weld wire is already good for -110F, we don't have to impact test the material. We do not currently have a weld procedure for CS-SS with impact tested CS AND weld wire and therefore would need to get that qualified. We are trying to avoid this situation if we do not need to.

Any thoughts?

Yes, have the Inspector reference where in ASME Section VII, Div 1 is their rationale for it. Not to be smart but sometimes resolving these issues requires a sit down and pointing to a reference, if there is one.
