Significant depth nicking and gouging has occurred to existing rebar in a floor slab under repair, in many locations, after removal of the 1½" thick concrete topping and chipping into the top of the structural slab to expose the corroded rebar, as well as to chip down to the top rebar to explore its condition which is sometimes found uncorroded.

The contractor says that he used 15 kg hammers for the topping removal, and 7 kg chipping hammers for the chipping into the structural slab. Do 7 kg (15 pound) chipping hammers cause deep gouging and nicking of rebar?

They will cause that damage if you hit the rebar just right.
