Is through thickness test is a requirement of ASME sec II or VIII-1 for below case?
We are making a tubesheet of material SA 516 Gr 70 N.
Please also guide when it is recommended.

Not enough information. Through thickness for what? Mechanical properties or nondestructive testing or thickness?

Yes this is for mechanical testing.

Baqar110, thru-thickness tensile testing is not customary, nor, as far as I know, required for plate tubesheets.

Is is more likely required for thick plates subjected to tension loading thru the thickness. Only example comes to mind is found in Appendix 28 for box headers.

SA-516 requires plate lot mechanical testing. Review A-20, 11.1.1
