Dear all, Good day

i have recived a datasheet for ball valve 20" rating 1500 from our vendor. The data were as following:-

Nominal operating torque: 2200 Nm.
Maximum operating torque: 2700 Nm.

What make me quit strange is that, i found in their general assembly DWG that the breakout torque is also as the Nominal operating torque.
My understanding was that the operator gear train shall be designed to produce a torque equal to at
least two times the valve stem torque required to open the valve at the full
class rating differential pressure or open and close the valve at the full class
rating bore pressure, whichever is the greater. please advice
