For equipment that is smaller weight<5kips what is a good economical choice for post-installed anchor adhesive for use with 0.25"Ø ASTM F1554 Gr. 36 anchor rods? In the past I have used Hilti HIT-RE 500 SD adhesive with large anchor rods (1.5"Ø) but that might be overkill for these smaller and lighter loaded anchor rods. Is there a more suitable Hilti or Simpson product?

Redhead has a few acrylic type epoxies that are cheaper and easier to install when compared to HY-200 or Hit-RE 500. Might be worth a look.

We switched to Powers from Hilti. From an engineering standpoint I find Powers PDA software better than Hilti Profis and their capacities are similar. I believe the costs are better or similar to Hilti but that's not really my department.

I spec'ed Hilti on a project, and the shops showed "Power Studs", so I google'd "Power Stud". I was so oblivious I thought why would google show me wrestling? Oh...

Anyway, Hilti, Powers, and Simpson provide software and catalogs. Off the top of my head, Hilti Hit-HY 200 fits your purpose. Simpson probably offers a cheaper product.

For 1/4" rods, make sure the adhesive container/tube has an adapter or tip that can get to the bottom of the hole. The smallest adhesive anchor I have specified is 3/8"

For light-duty, I'd say forget adhesive anchors and go with Powers' Wedge-Bolt or similar. Very quick to install and require lesser skilled labor to do it properly.
