I'm using IEEE Std. C62.22-2009 to determine if particular surge arresters adequately protect a transformer. Section 5.2 gives a guide. Part 1.3 says "switching impulse energy capability > that produced by the system (see 5.2.1.3)."

Section 5.2.1.3 gives no guidance on how to determine "that produced by the system" (that I can see). Without EMTP, is there anyway to determine this?

Generally, if you specify the duty as "station class" you should be getting the surge arrestor with energy (joule capability) suitable for the power system. The energy is mostly the trapped energy, which I think is standard.
