How is the weld of a 1" diameter rebar to the top flat surface of a steel plate designed and specified? Want to transfer a factored force of 40 kips. I expect that about 3" length of 5/16" fillet weld each side of the bar to the top surface of the plate below would be sufficient.

1) Weldable rebar.
2) Welder qualified for the work.
3) It's a flare bevel so size is pretty much a function of radius.
4) It's a flare bevel and effective throat is questionable in my opinion. A little conservatism on the determination of weld length is appropriate.

Is the intent that if the tabulated length of weld is provided, then it will develop phi fy As = 0.90 x 60 ksi x As?
What does 0.2 dbmean?Is that the effective weld size?
What material factor (phi) is incorporated for the weld?
How do the E70, E80 electrodes etc., compare with the metric electrodes listed in the Canadian Institute of Steel Construction (which are E410XX, E480XX, etc)?
For the case of the bar-to-bar splice (last column in the table), is it designed for 1.25 times fy As like for mechanical splicesof rebar?
