(OP)
I have a current contract that requires 4140 per SAE-AIR4127. Does anyone no of a supplier? Every suppliers cannot offer with the AIR4127 spec. This requirement seems to be more of a material testing procedure and not a material spec.

RE: 4140 per SAE-AIR4127

AIR4127 is a very general standard that describes chemical composition of various steel alloys. Your customer should have been more careful with the specification they used for the 4140 material. It would have been better if they used an ASTM or AMS spec that also defines the material form, quality, etc. These are the typical specs material suppliers are used to seeing.

Find an AMS (SAE) spec that covers the material form and quality of the 4140 stock you require. If you read thru the AMS spec carefully I'm sure you'll find that it conforms to SAE-AIR4127, which replaced FED-STD-66.
