Simple as it sounds: can one install an outdoor drinking fountain with a domestic potable cold water supply to it, and allow the discharge of the fixture to splash to grade?
We are on IPC 2006.
I really cannot see anything preventing it. I would prefer to create a sloped drain at grade, but I believe the owner would not want to do this. Just wanted a second opinion.
Some lines I am seeing to note:
301.3 Connections to the sanitary drainage system.
All plumbing fixtures, drains, appurtenances and appliances used to receive or discharge liquid wastes or sewage shall be directly connected to the sanitary drainage system of the building or premises, in accordance with the requirements of this code. This section shall not be construed to prevent the indirect waste systems required by Chapter 8.
SECTION 410 DRINKING FOUNTAINS]
410.1 Approval.
Drinking fountains shall conform to ASME A112.19.1M, ASME A112.19.2M or ASME A112.19.9M and water coolers shall conform to ARI 1010. Drinking fountains and water coolers shall conform to NSF 61, Section 9. Where water is served in restaurants, drinking fountains shall not be required. In other occupancies, where drinking fountains are required, water coolers or bottled water dispensers shall be permitted to be substituted for not more than 50 percent of the required drinking fountains.

If the fountain is "reasonably" close to a building, the sanitary could be brought back into the building and connected there. If there is sanitary outside, near the drinking fountain, you could run a 2" or larger pipe, without a vent riser, to it and connect. The larger pipe would act as a combination drain and vent pipe, if you can reasonably state the sanitary out of the building is "ventilated".
In any case, you would need to check with the AHJ about any approach that you use that does not meet the letter of the code, but would work.
