Does the passage within IBC 2015 1604.8.2 which states, "Required anchors in masonry walls of hollow units or cavity walls shall be embedded in a reinforced grouted structural element of the wall" preclude the use Hilti HY-70 w/ screen tube or a similar product to attach new wood floor framing to an existing hollow CMU wall? Assume the wall relies on the floor for lateral bracing and increased load on the wall triggers the need to check it under current code.
