Can a Control Document (Source Control or VICD) have a parts list associated with them? In the case of a SOCD, if it was an assembly made my an outside source, and there are specific components the assembly was qualified with, would be ok to put them in a Parts List, or other appropriately named list, stating those parts as requirements, or should their use be documented some other way?

I cannot see in ASME (14.24 or 14.34) that says you can, or cannot do this.

Yes, you can.
But, check your contract. We have various contracts that allow us to do this, some don't.

Yes - they can be. Usually it's for parts sparing purposes, but some components are incredibly difficult to either describe or guarantee performance for = usually electronic items. For example, integrated circuits that are available from multiple sources will meet the main requirements for the devices, but will have differing secondary capabilities, such as rise-time or input capacitance. Even if you can create a document to spec all these characteristics, it's not as if an alternate supplier can change their device to meet them, so it's more sensible to put the particular device maker's part number in the drawing. It usually leads to a lifetime purchase (full production + spares) but what else to do?
