Two questions:

1- What are the tests to dtermine f 'c for a concrete fnd. or pier ?

2- How can we chk that corrosion on the projection of anchor bolt has gone to the embeded part of anchor bolt or not?

I think your best bet is to contact a local testing agency and see what option they can provide you.

For the corroded anchor, you might have to chip out the concrete to see. Again, probably calling a local testing agency would be your best bet. You'll get lots of options here from people around the world, but if a local company isn't available to perform the testing then you're out of luck.

What are typical methods or tests for above questions? I thought these very typical problems !

To find f'c:
1. Compression test of a core sample.
2. Schmidt Hammer Test (not very accurate).

To determine extent of rust, dig down and inspect.
