I am designing fire alarm for a oil servicing plant, say an industrial complex, I wonder which places require strobe according to NFPA 72? I cannot find anything clear guidlines about this, should I place in all of the rooms, for example in office area?

Industrial application can be tricky. Remember NFPA 72 does not indicate when audio visual devices are required, you must consult your building code, AHJ, and insurance requirements.
