I should know this, but I have never seen it written. Everywhere I have worked we have installed Sub-Panels and Drops on the fly to accommodate new equipment installation. Working at a new company and I don't want to draw attention to it by asking an inspector but I do want to know what the rules are so I can steer them into doing things correctly. I am working in Massachusetts.

Usually seen the electrical sub-contractor do the panel install, conduit bending and installation, and the cable pulling and connecting.

If you are going to have it inspected, you will need a permit. Many many private companies do their own work in house without pulling a permit, but this is somewhat driven by their insurance underwriter. Many industrial insurers will require that all electrical work be inspected. Bottom line, you need to ask, not assume.
