I have a case that the exposed portion of anchor bolt is corroded. Please attachment.
We are unsure that what's the embedded portion condition. Is it reasonable to say the embedded part of the anchor bolt is in concrete and away from oxygen and water so will be un-corroded?

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

Let's assume the hidden part of both bolts is not corroded away at all. How are you going to use the assumed "good" steel still in the concrete when the exposed bolt is already gone? (It has 1/4 the original metal area now.) weld up a new top half of the bolt to the rusted section?

I just had one like that (although it was likely only one bolt), and I just instructed the contractor to chip to sound bolt material and splice another one on the sound material. They're very likely low carbon steel, so welding shouldn't be a problem. Let the contactor guess how much he's going to have to chip out.
And if there's no end to the damage, well, you're going to negotiate a change order. The contractor deserves it.
