How are values in G02 & G03 changed from incremental to absolute values for I & J?

When you edit the Circular Move block, scroll down the lower window and you should find IJK Definition.
It's easy to miss if you don't scroll!

Mark thank you for replying to my issue. I am new at this, so bear with me. I went into N/C Data Definitions, block tab, circular_move. I scrolled down and couldn't see what you were referring to. This is what I am seeing. The version I'm using is 8.5. Thank you in advance.

Instead of the block definitions, you need to look at which blocks are output with each move.
You can find this in Program & Tool Path, Program, Motion, Circular Move.

If you can;t attend the Post Building class, I recommend you at least go through some of the tech tip videos that we provide.
