Seal welds on the ends of internal pass partitions plates are excluded from this requirement.)
Not sure if I am reading it correctly as to why a full penetration weld joint preparation is required for the seal weld? In addition, seal weld from both the sides will not be possible if the air cooler is multi pass with more than one pass partition plates on the header or have stiffener plates.
Any advise on the same?

Does the presence of the partition plate reduce the thickness of the tubesheet and plugsheet? If the "seal" weld from the tubesheet to partition plate and the partition plate to plugsheet is a load bearing weld, then making it full penetration provides good assurance of the mechanical reliability of these two pressure envelope components. The span of the end plates is less, and they are not perforated. Thus not much incentive to try to take credit for the load capacity of the partition plate in that direction.

Thanks for your response. Yes this requirement is not properly written in ISO/ API and is leading to confusion. I wanted to check if I am missing any thing on this requirement.

API 661/ ISO 13705 require full penetration weld for the stay plates and for partition plate if used as stay plates. Requirement for partition plate is however confusing.
