We are currently looking for any municipalities or state DOT's that have specified/recommended all black traffic signal visors/hoods for safety reasons.  If this recommendation has been put in place was there a report generated?

I assume you mean black on both sides, to keep red-phase drivers from anticipating a change from reflections off the illuminated signal? That's a good idea, esp. with all the bright LEDs going in, but I've never seen it in Ohio where I am.

NY uses dark green or yellow, with flat black on the insides of visors, hoods and louvres.

NY uses dark green or yellow, with flat black on the insides of visors, hoods and louvres.

For the outside of the head, dark green is preferred over yellow, since it offers better contrast with the signal indication.
