I have been asked to design the connection of a carport structure to top of a deck of a barge
Curious to know what codes need to be utilized?
Does the ASCE applies for the wind load on a carport on top of a river barge?
Is AISC applicale for design of posts/columns to the top of deck?
Apprecaite structural engineers or mechanical engineers that are familiar with this subject to direct me.

I know of no code that covers your situation but that doesn't mean it doesn't exist.
I'd say using ASCE and AISC are a good way to provide a reasonable measure of safety. This would seem to fall under a "building-like structure" to me.

Can the barge be towed to anywhere in the world, or will it be restricted to a certain position or locale. Answer makes a whale of a difference on the loads to apply.

This barge should be stationary most times as kind of being used as a deck by the shoreline of river but it may be moved to different location for the same service.
Could u please explain the two cases of loads that you refere, "Answer makes a whale of a difference on the loads to apply"?

There may be reg.s that engineers don't normally deal with. If the river has locks, you should be able to find them.
