My question is in regards to B31.3, paragraph 304.7.2 "(a) extensive, successful service experience under comparable conditions with similarly proportioned components of the same or like material." We have used A234 WPB fittings on a system for many years. We plan to create a similar design using A234-4130 or A860-WHPY70 fittings. Would this experience satisfy this subparagraph for either or both fittings?

No. You need to have test or comparable data for 4130 steel itself. I believe there is a recent code case being developed/approved for use of 4130 material in B31.1.
