NFPA 13 (2013) 7.8 Exposure Protection

NFPA 13 (2013) 7.8 Exposure Protection

(OP)
I am looking for some help in the area of Exposure Protection, 7.8 / 11.3.2 / 23.7. These are the (3) areas along with NFPA 80A for exposure protection. The question I have is anyone run up against the issue with NO Windows? I have a building addition(140'-0") that is within the 60' of the lot line. So petition came in and was approved with exposure protection. The issue is I am asked by the reviewer to cover the length of the wall 22'-8" x 8'-0"(spacing) per sprinkler @ 181.363 sq ft per to cover the .20 gpm requirement from Table 23.7.1. Exposure is less than .23 with construction for severity, and I am looking at protection with (1) line of heads.
