In my area, secant piles don't have reinforcing cages. The female piles (first installed) have encased wide flange columns within adn may designed as either composite or non-composite at the discretion of the designer. The male piles (last installed) are plain, unreinforced concrete designed to arch horizontally between female piles. Given the construction sequence, it would be problematic for the female piles to be reinforced as it would make it difficult to core through them to install the male piles.
I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

I think the more common sequence is for the female pile to be unreinforced and of fairly low strength concrete, in order to make the drilling of the male pile easier.
Then the male pile is reinforced and concreted.
