Background:
Residential deck addition at the top edge of an existing slope. I am supporting the new deck on a grade beam with 24" diameter piles spaced at 8ft o.c.. Soils report was provided with allowable soil vertical and passive pressures. I provided two calculations for the required depth of embedment,

1. Embedment required to resist vertical load utilizing allowable soils bearing value and cohesive value.
2. Lateral creep load resisted be passive pressure and depth of embedment calculated in accordance with CBC 2013, equation 18-1

Well, the plan checker circled my lateral calculation and wrote: NOT FOR POLE TYPE FTG REFER TO SEC 1807.3.3.2 of CBC 2013. That section notes the resistance to vertical loads so I am suspecting that he made a mistake and meant, section 1807.3.1. I have a call into him but I am trying to shed some light on this in the mean time. Section 1807.3.1 has 2 limitations with the 2nd limitation being that posts embeded in earth shall not be used to provide lateral support for..........unless bracing is provided that develops the limited deflection required.

Well, right below that equation 18-1 is used for nonconstrained condition. Can someone please help me decipher this?
