Does anyone know the reasoning behind the Elastic-Plastic load factors being different between Div II and Div III? Part 5. I must be missing something. For instance, the factor used on Div II (2011a), table 5.5 for global criteria (1) is 2.4*(P+Ps+D), while in Div III, table KD-230.4 for global criteria (1) is 1.8(P+Ps+D). Seems like the Div III is less conservative. Thoughts?

Different design codes with different design margins. Different inspection and testing criteria. ASME Section VIII, Division 3 requires demonstration of leak-before-break, while VIII-2 does not. Etc, etc.
