SPT and CPT data can be correlated to phi value. E.g. for qc between 40 - 120, the phi is estimated between 35 to 40 deg.

I am looking for a correlation to estimate phi' value from other soil parameters or CPT/SPT, if someone can guide me. Thank you.

Many soils and foundations books have tables relating phi to other soil properties. You should be able to find what you want without much effort.
