Vessel Design Condition Lower than Heating Coil Design Condition

The vessel design pressure is 0.035MPaG at 300 degC, however the diameter itself was really big, 2300 mm. What worries me is that the vessel design temperature is quite low for that design temperature. Furthermore, inside the vessel lies a spiral coil for heating at 0.7 MPaG at 325 degC. In my logic thinking is that the vessel design condition itself is lower than the heating coil, I don't think the vessel should be under that design condition.
