Reinforcement for Channel Lining

To my knowledge I think it is essential to use reinforcement when lining a trapezoidal channel. Every guideline , code of practice I have referred, confirms it.
But I have seen many channel lining machines carrying out lining without reinforcement net. So is mass concrete OK for lining?
Can anyone explain this?

its not mass concrete but yes, many canals are lined with unreinforced concrete

are you sure it is not a fiber-reinforced concrete ??

fiber is often used in concrete canal lining, but I would still classify that as "un-reinforced concrete". For drainage channels which typically have much higher velocities than canals, I would recommend steel reinforcement
