In designing a footing for like a valve station and pipe support that has a wide support for a large pipe size (3' support) but relatively lower loads (20k) and low moment, this would require a large size pier for the wide support and yet still around 3-4' outside of footing outside of the pier area would be needed due to development length for flexure reinforcing. So would maybe a large sonotube be a better alternative to a large footing which would be overkill, in part due to needing enough development length in the footing?

Hook the bars to develop the strength.

Ron, just to clarify, you mean to hook the footing bars into the pier so there's enough development length for flexure in the footing?

I suspect that Ron means for you to hook the bars at the ends of the footing.

I further suspect that your moments at the edge of the pier will be so low that you won't need to develop your bars for Fy or anything close too it. In that case, you can scale back your development length and make it work, perhaps even without hooks.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
