How does one calculate the vertical and horizontal load capacity of a pier reinforced with welded wire reinforcing? Is it essentially the same as with rebar reinforcing...just find the area of steel in the section? Didn't know if there was anything different. Thanks.

Pretty much what you said, however it should be noted mesh isn't ductile. Keep an eye on that.

So if it's not ductile, does it just have a lower bending capacity? Can it be used for bending capacity? So maybe some rebar is better instead.

Most gauges of wire fabric are not deformed. Wire fabric is also not normally hooked to assist with anchorage. Keep a close eye on your development, anchorage, and lap details.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.

I have never seen welded wire reinforcement used as structural reinforcing before. I have seen welded rebar mats used as such, but not wire mats. The only use I have seen for wire mats is as T&S reinforcing in slabs, and minor containment mesh in vertical applications (caissons, primarily). I would be very leery of counting on wire mesh for structural loads.
