"Best color" for things that only appear on screen is as subjective as it gets.
Maybe a more detailed explanation of your situation would help.

If you insist on using a white background, the yellow can be difficult to see, so gray is better, or less awful.
I have not found a construction line color that is satisfactory for all possible background colors.
I usually put construction lines on a layer named CONST, which is set to not print/plot.

I make frequent use of white background in my work (Paper space layout tabs and some Model space operations), as set colors can be closely matched to plots and the results predictable. I also like setting my background to white when working in 3D hidden mode ( model space, of course
Controlling plot-ability by layers, as mentioned by others, is really the best way to handle that aspect of your question.
