i am checking a structure which is a concentricaly braced frame.

when i check for the lateral strength of the first story and seccond story as per asce7-05 vertical irregularity 5b,
lateral forces in upper story is always less than lateral forces in lower story, since
the lateral force has to pass thru the braces from upper to lower story and then to foundation.

obviously the structure doesn't have weak story if it is braced fully, then what does this clause means,

please clarify me whether my assumption is correct.

You are probably correct in that a weak story condition does not exist. Just remember that you need to consider all of the lateral resisting system in a given story and evaluate capacity rather than demand. Often capacity and demand trend together but not always, especially at ground floor levels where floor to floor heights are tall and open space is prized.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
