Probably quite a trivial question here,

However why is there no account of the different yield strengths of Ast and Apt in Eq. 8.2.7.2(1)?

I would have thought the increased yield strength of a tendon would increase the reo ratio parameter.

The tendon force is taken account of in the V0 term, so to include the full effective area of the tendons' Apt (i.e. to factor by the yield strength ratio) would be double counting.

Also the magnitude of the tying force would be limited by the steel strain and resulting shear crack width.
