Your magnification is too low and what was the filler metal or was this an autogenous weld? The weld region is a completely dendritic structure against the 316 stainless steel base material.

Mostly austenite with a network of ferrite.

First, that is a poor micro.
Second there will be mostly austenite with some residual delta ferrite.
And the austenite will be heavily segregated (see dendrites) with large variations in composition.
