Impact testing requirements, acceptance, exemptions and applicable ranges for materials are fully described in ASME B31.3 Table 323.3.1 Impact Testing Requirements for Metals. The information requires your review and not detailed here.

Section IX provides requirements for what needs to be done to qualify a welding procedure specification (WPS) and provides thickness range for the qualified WPS.

ANY differences between Section IX and B31.3 are resolved by following the construction code requirements, B31.3 as the default answer.
