According to Qw-153 (C) ASME Sec IX specimens shall have a tensile strength more than minimum specified tensile strength of the weld metal when the applicable Section provides for the use of weld metal having lower room temperature strength than the base metal.
Now, please can anyone address one or two of these “applicable Section”. In which Section, “use of weld metal having lower strength” is provided?

The above statement refers to a Code book section, and not Section IX, specifically. Keep in mind Section IX and Section II are the only code books which are service based (not a construction or design code) because they are referenced across multiple code book sections (I, III, IV, VIII and XII).

you are right, but the question is if anyone can address any of these "applicable section" or parts in ASME code which allow using weld metal with lower strength than base metal?
I'd like to see some of these specific Sections/Parts in ASME, if anyone have some as example, please.

Here is direct reference in ASME Section VIII, Div 1
UW-6 NONMANDATORY GUIDELINES FOR
WELDING MATERIAL SELECTIONS
(b) When considerations such as corrosion resistance,
toughness, or fatigue resistance require selecting welding
consumables or processes that produce weld joints of a
lesser strength than either of the base metals, the strength
of the resulting joint should be reviewed and the design
adjusted as appropriate for the intended service
conditions.
