Can any one tell me the skinny on refrigerant monitoring as required by ASHRAE 15?  I don't think I am in compliance and don't know where to look for help.

Check out ASHRAE's website.  If nothing else you can order it.  The copy we have is lengthy, and I wouldn't want to mislead you.  The purpose and scope is stated to be a specification of a safe design, construction, installation, and operation of refrigerating systems.  It does not apply where water is primary refrigerant.  It addresses things like maximum system pressure for the design in the safety realm.
