This may have been asked before, the quick search was unable to locate any information.
Since NX9, I have not been able to use curves or points in the views of a drawing, if they reside in the drawing file.
Only if they are in the model file using reference sets. Used to be able to do this prior to NX9.
Is this by design or am I missing something?
If it is by design, what is the reasoning?

If you're wishing to add Point and Line objects to a Drawing view, select the View, press MB3, and select the 'Active Sketch View' option. Now you can create sketch Points and Curves which will reside in that view.

What has changed in recent versions is that when you add a "base view" to a drawing, NX defaults to adding a view from the model file rather than the drawing file. This was done to preserve any PMI objects that you may have created in the model views. If you do not use PMI and you want to show geometry that was created in the drawing file, make sure the "base view" is using a view from the drawing file rather than the model.
