hi ,
one of my piles rebar has been bended due to an accident.so how to repair this one with out heating?

The quick answer is either:
If the bar is bent to a sharp bend such as against the concrete surface, the bar has been damaged and will need to be replaced or cut below the bend and coupled to a new bar extension.
or
If the bar has only a sweeping bend or slight curve/offset, such that it can be properly straightened by hand, it most likely has adequate remaining strength. Examine it for cracks and other obvious defects.
