What average wind speed would you guys suggest to use to work on a project between Mexico and Colombia?>

I believe there are wind speed maps for the Caribbean, those countries essentially use ASCE 7. You may be to interpolate conservatively from that

"Average" doesn't mean much.

That whole area is hurricane targeted => You cannot design for "average" conditions but must design against hurricane force winds, or as required by the local code. IE, design so the whole thing blows away every time, so you don't have to cleanup the trash when re-building.

Playswow - racookpe1978 was accurate in his/her assessment of "average". Wind speeds need to be in terms of reliability, e.g. 3 second gust - 2% probability of exceeding in 50 years, or whatever the governing code dictates in that region (if there is a code). Average wind speeds will get you 100% probability of exceeding in less than 6 months.

Assumed people knew what? That people can read your mind and know that you didn't mean "average" but something else that is very specific? You have to give more information to get better responses.

Basic wind speed - so you are working with ASCE 7. Have you asked your superiors? They got the job for you to work on, so they should know what to do.
Read ASCE 7-10 26.5.3 as well. If you have no building code or other information that specifically gives you hazard maps per ASCE-7 standard, you may have to find good climate data (as IRstuff has sort of pointed out) decide what risk category your structures is, and scale the climate wind data to the the appropriate level of reliability for your given risk and exposure category. Make sure you don't ignore if you location is in a hurricane prone region - again refer back to ASCE 7 26.5.3.

Sure thing. But, before you get into all of that check with your superiors. They may have a more efficient answer if they have the experience in the region you describe.
