Can anybody tell me what this welding washer is on the attached image, and what is it supposed to do?
I'm guessing it is supposed to facilitate shear transfer between the concrete and the deck?

1) Prevent weld burn through on thin decks (26ga is very thin).
2) Improve uplift weld capacity. This probably isn't an issue in your application.
3) Stiffen the deck in plane. This definitely isn't an issue in your application.

Obviously, preventing weld burn through also improves deck shear transfer by preventing it from being ruined altogether. The spacing requirements given for the weld washers looks odd to me. I'm not really sure what their intention is there.
I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
