I'm looking for interweb references that will get me up to speed on pressure testing requirements for ASME B31.1/B31.3, ASME Section VIII, Div. 1, including differences between them.

What actual manual do you have?
What manuals does your company library have?

NEVER attempt to use internet "shortcuts" or summaries to create a high pressure testing program that will break your customer's equipment, ruin plants, and (potentially) kill people.

Yes. Later. After you've run things for a while and have a specific question about a specific practice or method. The internet answers from unknown writers may give guidelines or recommendations.

UG-99 in ASME Section VIII, Div. 1 pertains to hydro of vessels.

Relax, racookpe1978, I am not in any position to conduct pressure tests. It's about becoming conversant with practices and not sounding like a complete idiot in meetings. And I have pretty good sense about the quality of internet information. (Why do you come here then?)

You cannot forge steel without straining it, you cannot machine metals without pressure. Remaining static inside one's comfort zone only leads to rust and corrosion.

You might want to review ASME PCC-2:2011 part 5, article 5.1 "Pressure and Tightness Testing of Piping and Equipment". Though not geared towards (hydro-)testing procedures, it gives good details re the danger involved in pneumatic testing - something to be aware of too.
