Anywhere, any code has prohibited reuse of high strength bolts?

I would think that somewhere it is listed as structural elements must all be new. I know it is mentioned in Electrical, always jut took it as a standard. I am guessing this is from a fun conversation with a cheap contractor or HO. I'll have to look around later

RCSC Specification 2.3.3 - A490s, galvanized A325s, and TC bolts that have been twisted off cannot be reused. All others are subject to approval by the EOR.

The practice in my company is if the bolt or screw is below 75% of yield then its reusable, anything above that and its replaced.
In fact from my point of view and where possible I would always fit new fasteners.

Rule of Thumb: If you can hand thread the nut on throughout the entire length of the threads, the bolt may be reused. If you can't the threads have been stretched and a new bolt should be used.

It is interesting to me that in PMR)6's AISC link galvanizing makes the difference in regards A325 bolts. Like, maybe, loss of galvanizing at the first installation will result in corrosion after the second installation. Or, some other mechanism altogether.

Some of the suspension and brake parts on my old Volvo came factory equipped with thread locking guck applied.
The factory manual forbids their re-use. The torque spec is well below yield.
My belief is the loss of thread locking compound is behind the one use rule in that case.

Also.... if you need fully-tensioned connections.... the use of the calibrated torque wrench for installation is off the table as an RCSC tensioning method because the sample of bolts in the skidmore will not be new condition representative of the lot.

Turn-of-nut and use with new DTIs (squirting washers) should still work for tensioning. snug-tight shouldn't be a problem.
