Opening for vessel/ heater access for vessel heater repair

Opening for vessel/ heater access for vessel heater repair

(OP)
An opening on the shell wall is required for equipment access to an existing heater/ vessel (approx 33ft dia) for future use and repair. A size of rectangular opening 6'-0" (height) by 2'-0" (width) is required. I was given a suggested design for the opening which is to weld 3"x3"x1/4" angles (with bolt holes) permanently onto the shell around the new opening before cutting (so as to act as stiffeners) and cut the opening once the angles are in place. Client requests this opening access to be permanent so a custom blind plate would be bolted onto the angles (which is why there will be bolt holes drilled on the angles).

My question is - What is the design standard/ method for opening this big? Since this is an irregular opening, what type of reinforcement is required? It seems that the angles may not do the job.

From my experience on API atmospheric storage tanks, usually a door sheet or insert plate would do the job per API653. What would be required here for a permenant access this big?
