Very tragic. A couple in their 20's and 6-month old son. Not much detail in this story. I wonder if the contractor had a demolition shield in place.

Here in SoCal, if it's a highway that cannot be shut down during prime driving hours, they shut it down at night and do this sort of work then. There is NEVER any overhead work like this going on while highway traffic is present.

Latest explanation is "lack of coordination" between Contractor & flag men.
The road underneath is a 2 lane road. Usually not heavily travelled, but getting busier with new housing being built.
The concrete saw is still parked on one end of the bridge, probably until investigation is complete.
