33 kV, 30 MVAR Capacitor bank enclosure

(OP)
I need to install 33 kV, 30 MVAR Capacitor bank. There are six (6) nos. of capacitor sub-bank, each having the rating of 5 MVAR. Thus the total rating of 6 x 5 = 30 MVAR. The entire capacitor bank and its switchgear will be instaled inside an air conditioned substation building. The capacitors are to be located in a seperate hall, whci cannot be accessed, when the capacitors are energised.

One of the prospective vendor has offered the capacitor bank which shall be inside the metal enclosed cubicle.

My argument is that, when the capacitors are instaled in a seperate locked room, why another enclosure is required for the individual capacitor bank?

The vendor's argument is that providing individual enclosures would prevent the damage to the neighbouring healthy capacitor banks, in case of any explosion in the faulty capacitor canister.

Any view?
