So I am making a small water tank, it will hold approx 2.7l of glychol/ water mix. I have started off with a 6" OD x 6mm thick pipe, and thought about welding a round disc type plate to each end, then fillet welding around the discs. Would this be the proper approach materials wise, or would I use something else? I have seen many tanks with endcaps that are rounded as opposed to flat. It only has to handle approx 250 psi max, with operating around maybe 20psi. Is there a program maybe online that can calculate materials based on material selection and sizes?

That is a pressure vessel, and could be considered a relatively dangerous one given the upper pressure limit. Most jurisdictions require at least a stress analysis for these, and will refer you to e.g. ASME Boiler and Pressure Vessel code in the USA, or the Pressure Equipment Directive 97/23/EC for the European Community. Suggest you find somebody with pressure vessel design experience to assist you.

This is a pressure vessel. Design and fabrication require knowledge of relevant codes and standards, review and approval by a registered engineer and a certified manufacturer.

It will be faster better cheaper to give your requirements to one of the many established companies that do this for a living and buy what you need.
