My boss asked me to look at these workflows as we have nothing to do. I want to do a good job, does anyone have some advice on this?

Look at how the design is produced E.g. who comes up with a concept, your boss? Who does the detailed design/analysis, you? Who drafts up plans, you or a drafter? How is the design conveyed to the drafter? How do you check the plans returned by the drafter How does your boss check your design? Do you have additional QA procedures in place for documents?
Can things be done more efficiently? E.g. if you design a lot of residential slabs could you make some spreadsheets to speed this up, or create a CAD library with blocks of typical footings etc?
Could different staff do different tasks? E.g. say an engineer does a simple task (setout coordinates for sewer and stormwater pits design say) and bills out at $200 an hour and it takes an hour to do the task. If a design draftsperson can safely do the same task in an hour also but only bills out at $100 an hour, then even if you allow 15 minutes for the engineer to check it ($50), the task has still been done either $50 cheaper for the client or $50 more towards the bottom line if the task was part of a bigger fixed fee proposal/project.
