Is ASME SA-516-70 Normalized material considered low alloy steel?

No, by ASME terms. According to the Material Specification title, SPECIFICATION FOR PRESSURE VESSEL PLATES,CARBON STEEL, FOR MODERATE- AND LOWERTEMPERATURE SERVICE.... it would be carbon steel plate. The only reason I don't want to get in the semantics of carbon steel versus low alloy is that ASME has specific designations for low alloy steel by material specification and weldability.

But, at least within Sec VIII, Div 1, you could kind of say, although not with a great deal of precision, that, sort of, anything with about 1% to about 13% Cr is low alloy. Mostly.

That is exactly why you stay out of metallurgical semantics. The chemical composition ranges for SA-516 meet the category for carbon steel plate. Now you start adding spices like V, Cb, and Ti, you start moving into high strength low-alloy steels or Cr and Mo spices, and you are into families of common low-alloy steels.

And "all" of those "spices" affect weld procedures, filler material, pre-heat and PWHT requirements, etc.
